Both updates were originally schduld to be release on September 30. iPadOS (September 24, 2019) iOS 13.1 will be quite a major update as, in addition to lots of bug fixes, it will also include a number of additional features such as Shortcut Automation, Share ETA in Apple Maps and many more. These features were originally supposd to be part of the iOS 13 release, but Apple had to delay their release for some reason. The company has already delaye many other iOS 13 features to late fall, including HomeKit Secure Video.
